shoryuken.com/2014/03/02/capcom-announces-edition-select-for-ultra-street-fighter-iv-play-characters-from-past-versions-of-street-fighter-iv/Right before Super Street Fighter IV: Arcade Edition ver. 2012 was set to take the stage at SoCal Regionals 2014, Capcom showed off a brand new trailer for something very special. The upcoming Ultra Street Fighter IV will include an option to select versions of characters from past iterations of the series, allowing dream matchups between the strongest editions of cast members.
After showing off the trailer, Capcom’s Peter “Combofiend” Rosas jumped on the stream to explain a bit more. When you choose a character from an older version, they will literally be that character, with all the tools they did or didn’t have in that particular installment. So, for example, while you’ll be able to unleash the power of vanilla Sagat on your opponent, only one Ultra will be at your disposal.
This is sure to bring a bit of additional spice to Ultra, so sound off and let us know who you look forward to playing with. A full list of changes for each character from version to version can be found on our wiki.This seems to have mixed reactions. What do you think?

Essentially though it appears to be only offline as of now. I think it's a special mode so you still have the legit ultra version. There would be no sense in re-balancing if you can just pick vanilla or super characters with most of the cast.

They confirmed this offline, but said they heard the desire to have it online. It could be in some future version, who knows?
