I don't know if this has been done before, but I personally have a few quiffs about how, especially in the later games, things are missing, or not done properly.
DBZ Budokai Tenkaichi 3 was the best of the entire line by far, but it missed several important elements.
#1: Properly done cutscenes damnit! This really bugs me Even the original Budokai had better ones... Take the cutscenes from Burst Limit, make them manually activatable, and you have it.
#2: MORE TECHNIQUES!!! Can't stress this enough, While Tenkaichi's gameplay is awsome, There simply isn't enough specials in the game, A character can conceivably using this format have an additional 4 specials per form at the very least.
#3: Dragon Finishers. One of the things I liked about Super Dragon Ball Z was these Fatalaty like moves.
#4: Every Character has a story mode. Really... there are some of the characters some of us would like to know more about.
#5: All the characters from the 3 series who can fight: Needs to be said... but with todays tech, we now have the power to make the character list entirely complete, there where a lot of fighters that never made it to the games for one reason or another...
#6: A bit of an addendum to #2, butgive us the ABILITY to chose the techniques we use...
#7: Better effects... Seriously, in a lot of ways, I preferred Bukokai's 2 and 3 effects to Tenkaichi 3... simply because it looked flashier and better.
#8: A movie/cutscene viewer!...
#9: Custom Characters would be a nice touch.
#10: An EXP system similar to the Budokai 3 one. The Potara based system is tedious, and using the skill potara takes away from item usage... which sux balls. Have that option to enhance the skills, but not so fundamental to character development.
#11: Enhanced graphics, Seriously, the aura's from Budokai 3 where awsome, SSJ2 electricity was part of the aura and not the character model, that was awsome, and SSJ4s had electricity, so did Omega, and SSJ4 goggeta had the stardust aura, which was unique to him... I could go on and on about this quiff..
#12: Fix the damn story mode! I really liked the Map/find your way around map of the Budokai 3, it was interactive, contained many secrets and all that really good stuff. plus the map evolved with the sagas... it was really good, the one in Tenkaichi 2 sucked in comparison, they should have kept the Budokai 3 one and expanded it to include DB, the movies and GT sagas.
I could add more, but those 12 are my main ones... if anyone has more to add that would be cool.
I'm thinking about emuing Tenkaichi 3 and modding the hell out of it...

yeah a deeper mechanics too, all there moves seem to generic infact eveyone kinda had the same move set. Having owned all the budokai series the 3rd one is the best. Tenkaichi series is a dissapiontment.
Sorry for the spelling mistakes
1. Deeper fighting mechanics, less shared move sets for characters
2. in game cut scenes (special moves are done while playing)
3. Deeper individual storyline; everyone has a story. There should be two forms episode/movie story similar to budokai 1 and another similar to budokai 3 where things happened that didnt nesccarily happen the way in did in tv or actually happened i.e conversations, tien and yamcha sparring etc)
4. as a unlockable they should have a story mode that can change/effected on how you play, where you go and the choices you make i.e lets say your frieza and you dont choose to kill krillen (if allowed that option or krillen beats you) what happens then. Or one of the DB tournaments where you play as yamcha but beat master rochi (jackie chun)
5. the story to be more interactive i.e like in budokai 1 where you played as goku and had to put radditz (sp) in the path of piccolo's special beam cannon. This way of playing could be used espically for story parts where you train i.e racing (goku and krillen raced each other) lifting.
6. A proper encyclopedia of the dbz world. i.e all the dbz games relaeased when and where their sales numbers/budget. Character backgrounds, voice acter info etc.
7. this probably comes under fighting mechanics but there should be a more established difference between those that can transform and those that cant. i.e one has less specials when they transform, energy drops even faster. Lets say a character is yamcha, he should be quick not that powerful could counter better, while someone like nappa maybe slow leave oponing but is strong and can push you away or chi chi who fighs gracefully.
thats all i can think of right now

Ah yes, I see what you mean now, yes, make the actual fighting more interactive.
Personally, that would be a nice touch, but using it in the Tenkaichi 3 format may prove to be just too tedious, one reason I like that engine was because of the range of movement and freedom it offered without resorting to overly complex movements on the controller.
Making the controls more complex may offer opportunities to add in more techniques, but it makes the game much harder to play movement wise IMO... people could avoid long distance specials with frightening ease, which means, strateigically you'd have to pick your shots to make them count, thats one aspect I enjoyed. Of course, you could also opt to go into a beam/blast battle, and if you won that, you could effectively add in the damage of your opponents attack with your own and throw it all right back at them.

I don't play them much either, but I remember an old classic Z22 or Z27 or something where Hercule was actually the best.

Yeah, Super DBZ is a very good game.
Anyway, I wouldn't mind playing a DBZ RPG. I already know that one exists on the SNES, but I would love for it to come out on the PS2.
