Nah, that's only really applicable to ninjas. Though in the broad sense, they do suffer a similar affect where the more Troopers in a group, the more inept they seem to become.

Ninja Assassin had the Inverse Ninja Law in full affect.

It seems to affect just about every media. Even comic characters job in teams, and higher level characters get brought down a notch for to balance out lower level characters.
