They have tiers, just crazy jobbing and whatnot. Characters like Kahn and Shinnok are obviously intended to be more powerful than say... Stryker.

The plot is a bit confusing for someone who doesnt know the tekken story but the action scenes are sick. Jin and Kazuya in their devil forms are insanely powerful.
