(SFIII) VS Vega (SFII) Rugal (94) This can be a tough fight and a nasty fight. Duke's Devastator is his best bet in this fight. Although full arsneal might have been more fair (or less) due to his instant shrink ray, freeze ray, and that super nuke gun. Chun Li can't handle Bison or Rugal though.

I think Chun Li would do fairly well against either villain, not sure about actually winning, though. By the time of SFIII she was capable of giving Urien a good fight, and Urien is implied to be as strong or stronger than II Vega.
I gave Duke more of his ballistic weapons to keep the fight more linear. Status effect weapons would just ruin that, IMO.

That's funny because people were arguing that SF 3 Ryu couldn't beat SF 2 Vega. I'd say that definitely isn't true with the Ascended Evil Ryu in the mix. That's true. His weapons can be a gamebreaker. The classic devastator would shoot 99 missles in 10 seconds.

In any case I'm rather skeptical about this as I don't recall anything resembling such a incident from any of the endings in '95, and I'd wager it's something mostly made up by fans, specially when it refers to him beating the whole cast at once instead of doing so one fighter or even small groups at time. Rugal was quite powerful in 94 too. You also have the inverse law of ninjitsu a well. Where people job the more they fight. Yea, we're all here. I've quit at KMC, and I've gotten the cool people to come as much as I can. We have fun here. I need to get some of the old peeps here too again.

I personally don't think soloing a cast is and applicable feat. I think that stinks too much of A<B<C logic. Vega and Rugal destroy multiple characters at a time, but in the next instance, defeated by a single character who is not capable of fighting whole groups of their peers.

It depends on who their fighting. Vega should be able to beat numerous Cammy's or Sakura's. Hell Juri was able to do that.

Who? 94 Rugal? Not very high. He lost to a young Kyo. I'd say he's more powerful than Geese and Krauser, tho. This gives me an idea though.

He's awesome, works enough for me. Makes more sense than El Fuerte.
I think Evil Ryu's story could be flleshed out more, but when did SF ever care about story.
