Black Widow (Natalia Romanova) vs Jill Valentine

Black Widow has all of her regular equipment and "powers". Meaning she has all of her martial arts moves, espionage training, and weapon overspecialization, she also has the bracelets which fire the Widow's Bite

And this is Jill from RE 5 with the costume that she was wearing with all the power ups she received from the suit and virus in full control

Her equipment consist of: two SMGs, a .9mm, three hand grenades, one healing spray, and a battle knife.

Generally she's just a tough MA, that can hang with the likes of Spider-Man for a bit. That's without any major powers.

Oh yea. Although dodging bullets is truly impossible unless you are super fast, like way super fast. Spider-Man is one of the few who can really dodge it because of Spider-Sense. Bullets really job in media.

No, but the writer used it as a reason to give Spider-Man martial arts training. That was the intent of it, make him a more "trained" fighter. The storyline was a way to get that going.

Well comic characters tend to have tons of writers and high low showings with feats, but gaming characters can be absurd, they just have story and gameplay segregation (like SF).

Ok gotcha. Those tend to be like seperate universes. Comics tend to have tons of showings with different writers that go up and down. Games tend to have characters look really powerful in cutscenes but not in game (like Street Fighter).
