The game was so broken that they couldn't do Evo on the PS4.

Before the release of Ultra Street Fighter 4 on PlayStation 4, the Capcom Pro Tour was set to run its events using the next-gen console port. Upon release, however, the PS4 version was found to be riddled with bugs and issues causing the company to retract their decision and have tournament organizers stick to their current hardware choices for USF4 events.
Many have found themselves wondering what that might mean for EVO 2015 -- the largest fighting game event of the year. EVO TO Joey "Mr. Wizard" Cuellar took to Twitter yesterday to announce that the Ultra Street Fighter 4 tournament at this year's event will be conducted on Xbox 360.
Cuellar continued on Twitter, stating that even if the PlayStation 4 version of USF4 is fixed by the time EVO rolls around, the tournament will remain on Xbox 360.
The first patch for Ultra Street Fighter 4 on PlayStation 4 is due out next week.
