IMO, all u have 2 do is look at C.Goukis moves an S.Goukis moves. C.Goukis moves are bigger and burning. I think he was created by Apocolypse to stop the the MSHVSSF alliance and then went renagade...i think, he was made by Apocolypse tho, I no that 4 sure.

I think that's more due to the gameplay of the game to balance it out, Ryu and Ken have more powerful and widespread moves as well. Just about all of the Marvel Characters do.

So it is possible to actually have Gouki VS C.Gouki. He was made 2 fight MSH, Apacolypse just used Gouki as inspiration 4 his design.
