I would reasonably conclude that Piccolo Daimo and higher can do it. Lower (Roshi) and they risk serious hax, plus Roshi has gone downhill since the 22nd Budokai, the dude has done stuff all since then.
By the time of the Frieza saga... just about all the Z Fighters can have suprize buttsex with any Narutoverse target they choose before the target realises they just bled to death....

Videl & chi Chi are more or less in Roshi's league... and they don't have his experience or numbersof powers.... Videl can fly, but she's not very good at it. Roshi had his shock attacks along with the Kamehameha.... I would say still that the Narutoverse's higher ups could easily dispatch both of them. The Narutoverse isn't as strong perse, but they do have very hax abilities, and the only thing that prevents them from working on Daimo or better is that DBZ characters have speed levels unheard of in Naruto.... (outrunning an explosions shockwave from within it's epicenter is insanely fast)

Videl at the very least has that. They'd be on par with some of the Low-Mid tiers like Sakura and Ino. While Roshi would take most of the Mid-High tiers. Meh, If your relying on the moon busting Kamehameha as a staple, it takes far too long for that to fire. Ino has that mind fuckery going on, and Sakura's precision at least matches Roshi's, and Roshi has always had trouble with females whom can physically overpower him   |
