Control. You don't really care too much about actually hitting them VS blocking them. They'll take massive chip damage and Johnny has many different frame traps. His X Ray is a 40ish % counter attack and he has advantage on his normals and his ex fireballs leave him incredibly +ive on block.

He's on frame advantage since he's pressuring the opponent in order to open them up, much like Yun does or say Kula does. I'm not trying to open them up so much when I'm zoning them say in a Sagat kind of way.
